Boost pressure ?'s

This is my first post, but have been reading and gather much info from this site. This trend began about 2 months ago when my epbv started sticking after I replaced the sensor and tube a couple years ago. So after much reading I deleted, and loved it. Then I read into the wastegate adjustment and did that and still noticed some improvement. What I have is a 99, f250, extended cab long box, 428,000 miles. All stock/factory except- cold air intake, 5 inch turbo back w/4 inch downpipe, and a rebuilt turbo (stock rebuild) 15,000 miles or so ago. Tonight I installed a boost gauge to see what it runs. I test the wastegate actuator with air and have it starting to open at around 14 and all the way open at about 21-22. Under normal driving conditions, cruise at 60 the boost pressure fluctuates between 2 and 4, and the highest I can get at all out throttle is about 14. half to 3/4 throttle on acceleration it might hit 10. I replaced all the sensor hoses and checked/tightened all the boots. My question is for my setup are these boost numbers in tune for what is expected or should they be more, suggesting a possible leak somewhere?
