Test drove a 99 6 sp today, need input

So I had the truck out on the interstate in top gear at about 65-70 with some rolling hills and I could not get it to gain any speed while ascending the grade. I passed on the truck but want to know what may be the cause of this or is it just normal for this year and HP level? I am thinking a boost or injector problem. No gauges in the truck, all stock with 181k on it, 4wd and 315's.

With the big tires and the fact that its stock may be the problem. It probally still has 3.73 gears. It may just need a little more power or lower gears to regain the lost power from the larger tires.

Could be the tires and diff gears, or what gear you were in and the RPMs you were running.
Could be boost/exhaust leaks somewhere.
Or a clogged fuel filter/delivery system.
That's just the obvious stuff.

There's definitely something wrong with the truck... Mine has plenty of power in overdrive with 315s and 3.73 gears.
