I was wondering if my 99 powerstroke is a early 99 or 99.5...The date on the door is 03/99...

Hard to tell. I know you have the late 99 motor. They switched to that motor in 12/98. They switched to the late 99 suspension in 03/99. Look at the u-bolts on the front. If they are square, then it's the e99 suspension. Late 99 suspension is round u-bolts up front.

I'd say your truck is a 99.5.

Check the early '99 section for a good list of the diffrences, and ways to tell... like the others said, probly a late '99... probly has Powerstroke badges on the door, not the fender, larger turbo, AD code injectors, newer rotors/wheel berrings, etc. Have fun learning about your truck... lots of info here about it.
