Low Boost, what's causing it?

Howdy, my 02 is running great, just not making a lot of boost, and is hissing very loudly once I let off the gas. It makes 14 psi at WOT and around 3-4 at 70 mph. I don't have high EGTs, so I don't think it's my EPBV. But just to make sure, I unplugged the sensor anyway. The boost jumped up to ~18 psi at WOT, but it's still not full boost, and my EGTs shot up to around 1000. Also, the loud hissing noise is still there. I plugged the EPBV back in for now, but I wanted to see what y'all think my problem might be.

Will that make the turbo hiss like that? And I thought we made ~20 psi stock. I figured I'd make around that.

what kind of hissing noise? Is it more like a intake noise or are you thinking you are having a boost leak

Yea my EGTs are low. It usually is around 800, but hit 1000 when I unplugged the EPBV.

I can't tell if it hisses all the time, but it hisses loudly whenever I left off the gas, like the turbo is unspooling.

It looks to be tapped pre-turbo. They were on the truck when I bought it.

Its in the right spot, you can build a boost leak detector cheap with parts from lowes or home depot but your egts sound great. Its hard to know what kind of sound your explaining, maybe post a vid.
