99.5-03 PCM questions

Ok so I have read a few things here and there about PCM's lately..I dont know if its factual but so far I have found a few things about the California PCM's being flashed differently for smog reasons. What I have read (again IDK if its the truth or not) states that the CA diesels are somewhat detuned for smog reasons..if this is true could I get any HP gains or anything alone those lines from taking my truck to a dealership in Nevada and having them reflash it to a different program since CA is super strict with smog???

Only difference is the glow plug system in CA trucks. You won't gain any power.

I checked into that, never knew if it would still give me the full performance gains out of my php tunes I have. Is the 80 hp flashed pcm a constant 80 that you add to your chip setting? Example: I get my PCM flashed to 80, run my chip on 50 do I really have a gain of 130? or would it technically detuned the PCM in a sense?

so basically getting my PCM flashed to 80hp would make all my tunes below 80 useless? and say my 100hp tune would really only add 20hp because of the already 80hp flashed PCM?
