Turbo Bolt Falling Out?

Noticed this the other day while I was poking around under the hood. I tried to remove it and pull it out, but it would not budge. This is about the best/only angle I could get a picture of at the time. Not sure how this even happened?

if it's what i'm looking at its the up pipe collector band clamp.

Pretty sure he's talkin about the bolt that holds the exhaust housing to the center section. I would try to knock it loose and put it back in. It looks to me as if it is back all the way out.

Oh wow that part of the pic didn't show up on my home computer. Spray some pb blaster on that and see if that helps loosen it up
