cant read codes? help

I have a snap on scanner that works. I am trying to check a friends codes. His ses light is on. I plug in the scanner and nothing happens. Its as if there no power to the obd2 port. This scanner is fine and works on both my trucks. What would cause this? is there a fuse that can go that will allow the truck to run and drive but kill power to the obd plug?
thx

I ran into this on a 00 i think? There is a fuse that won't let you get power to the port, but I don't remember what one.

Usually the same fuse that runs the cigarette lighter.

AND the PCM,,,, your WTS is ON?

Maybe the PCM itself isn't powered-up. You can check for power in the OBD-II connector (I'm pretty sure +/- is in one of the corners next to each other)
