Turbo cut off switch?

So I was talking with a friend the other day and we were talking about all these guys dumping black smoke and he said that most of them use a turbo cut off switch so the turbo won't spool.. Is this correct? Annan anyone shed some light on this? Thank you for any info you may be able to give me.

6.0 related. Won't work on a 7.3 as they don't have a VGT.
