I need some Mirror help

I bought my truck last Feb, mirrors didn't work. So I swapped out the switch and still no joy..... I got around to trouble shooting the mirrors tonight. Turns out the truck has manual mirrors on it. However it is "Sort of wired" for electric mirrors. No pig tails in the doors, or at least the drivers door. There are two wires (Navy blue and I think a green)that come off the switch that are soposed to go to the drivers side mirror that are not connected to anything. the rest of the wires pass through the door and up under the dash. the mirror control switch is hot and powered from the correct fuse.

So my question is,,,, Is this a normal ford thing?

From the way it sounds is that it came with power mirrors but they were swapped out for manual ones. Look in the exterior discussion section, there are several write ups on mirror wiring.
