Clock Spring issue?

I have about had it in this electrical confusion. My horn will not work even after a new horn was put on. Fuses are good, wiring looks good, i changed out the #3 relay and still got nothing. When i press the horn down all i hear is the relay clicking but am not getting anything.

The cruise control still works, but could it still be a clock spring issue. I just started hearing a slight squeeking sound when i turn the wheel. Sounds like it is coming from the steering column.

Please any advice will be great i am totally lost. When i installed the new horn the horn worked for about 5 min then magically quit. I messed with the relay and it worked again then quit. Replaced the relay and all i get is the same clicking sound.

continueing my journy i have just recently removed the fuse box panel. There is alot of corrosion inside the fuse box most likely from when i was leaking water in the windshielld. My next thought would be this could be the answer to all my problems. Yet the only thing not functioning on my truck is the horn. I am trying to decide to change the fuse box and make sure i stay away from future issues with other electronics or try to find another culprit

New update

Cleaned a little bit of the corrosion on the fuse box and connections and now the horn works along with everything else. I will say the corrosion still worries me, but the horn and relays are all functioning properly
