I'm pretty sure it's part of the Fuel Heater. Because water conducts electricity and fuel doesn't, all that has to happen it for the resistance between two points drop dramatically to know there must be water there.

I have only had it come on 2x, once as I was pulling into a (covered) station to fill up in a downpour, the other on a clear day just driving round town. First time, it stayed off after I re-started the truck, the second time it stayed on, so I dumped the fuel, refilled it, and was G2G.
i have my fuel heater unplugged for the longest time. Last nite the light came on. It went off on its own shortly after coming on. I drained the bowl anyway. This morning it came back on. I looked for loose wires on the fuel bowl but nothings there. I am wondering whats up with the light?
