Difference Between Chip andTuner

I'm still fairly new to the PSD having recently purchased a 2000 F250 with the 7.3 and an auto trans. Right now the truck is stock, but I think some mods are in my future. I'm trying to figure out the difference between a chip and a tuner. Do I need both, one to program the other? If it's just a chip, how do you select the different programs I'm reading about here? Last question, when someone says something like, #1-tow-80 hp, #2-power 100 hp, #3 race- 100 hp and #4 extreme 120 hp, what exactly are they talking about? Thanks for helping me get up to speed.
