Federal emissions where the "49 state" emissions tunes that most, not all, companies ran from 96-07. In 2007 Federal emissions standards and CARB standards were so close they only offered one. For example Cummins had a CARB special engine for dodge from 1996 to early 2004. Starting in 2004.5 all ISBs passed Carb standards.
I know in CA it is based on a county by county basis how tough the smog inspection is, so I can't comment on that.
