WHAT is this SOUND?? Video posted. Any ideas?

on my truck(see sig) There is a whining sound that I can always hear in the background when the truck is running. I tried to get a vid with sound...TURN up your speakers to hear

When I turn the key to start I thinks its my fuel pump that kicks on really loud? Louder than any other powerstrokes that I remember so I thought that would be it? I was kinda hoping a powerstroke whisperer could point me in the right direction? Thanks guys you all are awesome.
