door locks, NOT actuators

Hey guys, new to the forum so this might be the wrong location but I cant figure out what a more appropriate place is.

Just picked up a kinda rough 99 ECSB 4x4 for a decent price with a lot of mods.

I'm trying to work out the bugs to get this thing into driving condition but I can't get these locks to work. I tried the actuator fix with the foil and nothing. The locks don't move when you push the button, they don't even make a click. Is there a relay somewhere?

I tried using the passenger switch on the driver side and nothing.

I've done a million searches and can't seem to find anything that doesn't just blindly tell you to fix the actuators.
