Water/fuel seperator drain?

My 99 F250 7.3L will sometimes get alot of white smoke blowing out the stacks when it should be black. If I empty the fuel bowl it seems to clear it up for the most part for about a month or so. Still get a little white smoke at times. I do run diesel kleen through every tank. My question is am I getting water in the fuel that is causing this problem? Why would I be getting so much water if that is what is causing white smoke? Also how often do you guys drain your fuel/water seperator on fuel bowl?

I just need to know if water is causing white smoke and why Im getting so much water if it is causing smoke? How much water do you get if you empty it and how can you tell how much water is in there?
