boost question

i've got a late 99 superduty with a 7.3... and i have done a few upgrades.
High pressure crossover line
IDM 140
rebuilt turbo and wicked wheel
DIY air cleaner
Removed muffler
Removed Intake air heater and exhause butterfly thing..

MY question is How can i get it to Boost over 15 psi????
I dont have a chip or tuner.
as soon as it hits 15 psi it lose

I have gauges and pod already boost, egt, transmission.... but... i am interested in a programer...

With a full 4" exhaust and and a DIY intake I could push 20PSI or a little more without tunes... But Get the Chip....make the truck a whole other animal!

No, DP tuner its own chip, not affiliated with SCT to my knowledge. Diesel tuning products for Ford PowerStroke

i hit 25 with my early 99! all i can say is unplug the red hose from the wastegate and plug it off.
