It just shows it's a '99.

Have the person selling the truck look in the driver side door and the ID tag will give month and year the truck was built. I have an early 99 F250 it has a build date of 10/98. I got this from the ID tag. Hope this helps.

With a production sequence numeric code E54775, just guessing, I would say it is a later model 99.

Looking at the build sheet for this VIN number it sounds like it is a nice truck. 2wd Lariat crew cab, black with prairie tan captain seats. And best of all it has a 7.3
