Temp gauge

I have a 2000 with about 157000 on it and i have noticed that the temp gauge never gets to the middle of the gauge were it seems it should be at operating temp. The gauge will lift off the "C" and get right above the next line but will never go past that no matter what. I hooked it up to a diagnostic computer and the computer told me that the coolant temp was at -40. does that mean my temp sensor is not working right?

The factory gauge is junk. It has a few presets for different temp ranges. Not sure on the scanner, was it a generic OBDII scanner or something designed to read Ford codes?

there is a sensor that reads this im not sure where it is on the 7.3 but i would be willing to be its close to the thermostat housing or on the pump itself
