Fuel filler neck RUSTED and LEAKING

Today I was filling up at the Fuel Stop and noticed a few drips (about $7.50 worth with todays prices) coming from the filler neck which apparently has rusted.
Is there a flexible rubber hose that I can use to replace this with to prevent this from happening again?

Should I do the mod to make it fill up quicker by shortening the filler tubes in the tank?(what's this called?)
