how do i get more mpg!!

i read in my new issue of diesel power magazine a guy said he was getting 27-28 mpg with his psd. All he had was a programmer exhaust and intake plus it was an auto. I have a 2000 6spd, with a ts 6pos chip (i leave on 50hp) a diy intake, and 4inch turbo back farmboy exhaust. on average i get 15 and i dont run it hard altho i live in some mountains. would a diff. chip help? i saw 18mpg once but that must have been a fluke. any suggestions are welcome!

i think i found it in diesel power mag its an 02 f350 ext cab 4x4 35" tires 5" exhaust and afe stage 2 intake and a diablosport power programmer i dont think he is getting that much mpg i estimate prolly 18-22 mpg but i can tell you this i too have a ts chip no matter what level i use it on i allways get worse mpg than if im using my banks chip. with banks chip i get about 17-19 in town and 22 on the freeway. and with ts i get worse like 14 in town and 17 on freeway.
