noise under low rpm high load???

I was towing my snowmobile trailer last weekend, and when in 6th gear going about 64mph approx 1800rpm. Going up hill and speeding up at approx. 10# boost, I get a whirring chirping sound. Sounds like the wastegate opening. Should this be happening? Is it the wastegate? Or is it something else? It does not do it in 5th gear at low rpm and high load. The trailer is only 3500# loaded. I do have a PHP chip and was using 80 daily driver, and 65 tow, the same thing in each mode.

If so - it's turbo surge and I just started having it on my truck. Wicked wheel or a new housing are the fix. It only happens to me with economy or hotter on my superchips, with it on tow performance it never happens so I keep it there.

If not, I have no idea!
