9.8 volts! Need idea on a charge.

My 7.3 wont start. Only getting 9.8 volts when cranking.
I have been up and down on this damn truck and I THINK I just figured it out. Fixed it, but cant start it. Batts are fresh, just dead from pointless cranking.
All I have is a Chevy Caviler and jumper cables. And a 6 amp charger. But its small. Idk?
Charge off the car or charger?

I want my truck back.

Charge each battery individually on the charger.
