No instrument cluster & Marker lights

I'm hoping they are on the same circuit so at least I only have one problem.

I have no cluster lights & no marker lights front & back. The low fuel , high beam light & stuff like that still works. High & low beam lights, turn signal, 4ways, brake lights all work.

Hoping someone can narrow the potential cause down a bit.

It is blowing a 15 amp fuse in the fuse block under the hood. Fuse doesn't blow until I turn the light switch on so does that mean the wiring from the fuse block to the switch is ok? Anything else that I might be able to eliminate would be great. Don't want to do any more tracing of wires then I have to. Is blowing fuses a indication or a bad power wire or a bad ground or can it be either?

I know this is an old thread but what was the resolution to this problem?
