Coolant Change / Engine Block Plugs

I'm changing the coolant in Big Blue. Noticed that on the driver's side of the engine block two 1/4 inch female plugs. The top one is for draining coolant from the block but what is the lower one for? Haven't found it's purpose in any manual, yet.

If the lower one is just above the oil pan it is the inspection hole used for looking to see what rods your motor has.
