Another glow plug question

Ok...so i tested my glow plug relay, it went from 0v when off to 10.2-10.5v. when the key was on. do i need to have a full 12v for it to work properly? It sounded like it was working but still having hard start. also when i crank it over and have the hard start i hear a ticking or clicking sound as i crank? any ideas? going to put a new relay in it and see what that does but the clicking sound has me confused????

I think it has more to do with how long it stays on your voltage sounds about right. read the stickie at the top of the page it will tell you. ive changed my relay and it still doesnt start well so I am on to testing the gp's.

well i tested my relay and it has the proper volts and turns on at the proper time. i guess it must be in the glow plugs.....my other question is i just noticed that when i am waiting for the glow plugs to warm, and right before the wts light turns off my radio flashes off and then comes back on, and there is a weird clicking or ticking sound when i first crank it over. any ideas on that?
