Running lights won't go off.

I have a buddy that owns a 2003 f250 with a 7.3. His running lights (yellow lights in the front) won't shut off unless he unhooks his batterys. What would cause this? They don't come back on unless he hits his unlock or lock on his keyless remote. Does any one know what could cause this?
