White Smoke

I have a 1999 7.3 powerstroke and it is blowing white smoke under acceleration. It only does it when you turn chip on. The higher setting the worse it is. If I turn chip to stock no smoke like normal(no black or white). It will blow black smoke on chip settings but will also blow white and gray smoke at times. I cant seem to figure it out. The turbo is a rebuilt van turbo. There is no oil in the fuel bowl and its not missing or blowing white smoke all the time. All gauges and temps are good. Any ideas? Could it be chip or injectors or what?

Bump.... Could chip short out or anything? Or fuel pressure low at times?

I have come to the conclusion that running a compression test would be a good start for you. If lead me straight to my white smoke issue.
