Question about proper amount of boost

I dont really have any big mods done to my truck other than intake and exhaust. I have the boost gauge hooked up throught the MAP Sensor. if I hammer the throttle, the absolute MOST boost I can get out of my truck is 15-16 pounds. Is this about right? I thought they ran a little high then that. I may have a boost leak some where....Im not sure. Any one caviot on this?
