00 7.3 wont crank over

need help on my 00 7.3 powerstroke i went to start it this morning and it started smoking white smoke let it warm up and still smoking. shut it off and when i tried to restart it a a hour later it was locked up any help would be great

Locked up as in seized?

Oil level?
Oil condition?
Fuel Filter?
Open fuel-water separator?
Battery(s) condition?

i think it is seized up oil was about tow quarts low i put a new starter and batteries about two months ago i did notice i was a little damp around the fuel filter and when i turn the key on it sound like a relay is going crazy in the dash and under the hood

Open the yellow lever on the back of the fuel filter cannister and let it drain in case there is any water in there. You should find the tube coming from here and put a hose or something on it so you don't make such a mess. I just put cardbpard under mine and then throw it on the burn pile.

Have you changed/checked the fuel filter recently?

Was the CPS replaced with the recall?

Does it turn over? You know crank?

it has been about six months since i changed the fuel filter and i haven't had the cps replaced was going to the dealer ship Monday to have it checked out . when you try to turn it over the starter sound like a impact wrench and motor does not turn over

I would charge both batteries and take them out of the formula.

I don't. Some on here do though. I have never had to buy any yet. My truck had new ones in it when I got it almost three years ago now. I do know that you need to get two at the same time.
