Belt tensioner

I have a small squeal from my belt and it also has been peeling apart over time. I assume I have a bad tensioner. Should the tensioner move at all while the engine is running?
How difficult is it to replace?
From some research it sounds like there may have been a TSB about it.

The tensioner should have movement up and down but no side to side or lateral movement. The pulley should not have any wobble to it at all. Also, check the idler pulley because those are known for bearings going out and coming off. Neither are too hard to replace IIRC. Your best bet would be replace the tensioner, idler pulley and belt all at the same time.
