cylinder contribution test question

If the motor passes the cct test, is it possible to have a slightly skipping injector at low low rpm under load? i had the test done and failed #8, replaced it, and balanced wheels. All has gotten better but i still have the 1300 to 1400rpm shake in overdrive(4th) when the tc locks up. Being direct drive at this time it makes a missor vibration from the motor more noticeable.I still think i have a failing injector, but not one thats shot. Could it pass the test? If so, how do you find it?
Should the pcm even allow the trans to be in 4th with the tc locked up at 35 mph and 1300-1400 rpm
