I think you have to tap two wires together behind the switch to get it to work.

Mine is an 02' not sure of the build date...I did a mod for the fog lights though....I would post you the link to where I found it but its 11 pages with a bunch of useless stuff lol....

If you want to do the mod here is what you need to do
1.Pull your switch out of the dash, it pops out really easy. Disconnect the switch from the harness. Small hands will help with this lol ( you'll see what I mean
2. Locate the Yellow only wire and the Dark Brown wire.
3.Dark brown is the power for the Park lights
4.Yellow is your Fog lights
5. Use an In-Line wire spice (so you aren't cutting wires)
6.Take a spliced wire from the Dark Brown to the supply of the Switch
7.Then from the accessory or (Load) side of the switch go to the Yellow Only

its up to you if you want to do this mod and where you want to mount your switch

Therefore, Your Parks will come on, then you can turn your Fogs on with the Parks or turn them off. You can't leave the fogs on with out hearing the Lights on Reminder. So with your factory nob in the park light position...when your fogs are on the fog light indicator light will come on and go off when you flip the toggle to the off position. A side note, if you pull the nob out in Park light mode the low beams will come on...no problem with this, just a little FYI

Hope this helps
