New E-brake pads rubbing

I rebuilt my e-brake/parking brake pads, springs etc. I am also doing new powerslot rotors and hawk pads. I have the star adjuster with no tension on the pads and they still rub on the inside of the rotor. I can't back them off anymore because the adjuster isn't putting tension on the e-brake pads. Will they wear down after a few miles and be fine or what do i do?
