I searched but could not get a definant answer is the 7.3 powerstroke a rebadged T444E?

Everything is the same except for the programming. Ford has their own programming.

Yep a 7.3 powerstroke is rebadge T444E, ford owns the name and the programming...t= turbo 444 cid (7.3L) and e is for electronically controlled. You can actually get T444E badges for your truck if you want.

I thought there were a few things different?

Obviously International/Ford version of the CPS, I also remember reading about a coolant filter system coming "factory" on Internationals 7.3, school buses and whatnot or something was different with the water pump.

The cps is the same. If your are refering to the blue cps that is for the 466 inline six. Not sure about the water pump though.
