Wetness under turbo?

i was doing a look over of my truck yesterday and found a tiny wet spot under the turbo...it is not from the turbo base seal, it seems to be driping from this push rod looking thin right below the compressor housing....the thing is about three inches long and was lubricated from head to toe with oil...what is this part and is it supposed to be wet?
