99 low range not working

I have a 99 F-250 super duty. Has electric four wheel drive. Will not shift into low range. I can take motor off and shift it easily with a wrench. I have replaced motor and switch but no luck. High range works fine. Any ideas?

Make sure it is in Nuetral witht he brake on. It took me a while to figure out nothing was wrong with mine but the operator

+1. I had no idea that it was operator error either. Also, if you're dealing with a 6 speed you have to have your foot on the brake AND the clutch depressed.
