99 low range not working

I have a 99 F-250 super duty. Has electric four wheel drive. Will not shift into low range. I can take motor off and shift it easily with a wrench. I have replaced motor and switch but no luck. High range works fine. Any ideas?

+1. I had no idea that it was operator error either. Also, if you're dealing with a 6 speed you have to have your foot on the brake AND the clutch depressed.

99' PSD extended cab, long bed, 4x4, 6 speed. 4" custom built exhaust system with MBRP downpipe. EBPV disconnected. Southbend Organic clutch/solid flywheel. Goodyear Wranglers.
