Question 99 SD front springs sag

I have a 99 F250 PSD extended cab 2wd and my front springs seem to sag making the front tires have noticeable negative camber. I thought maybe the springs are sagging, so i bought a new set from ford and it is exactly the same. We have checked out the front and everything looks ok, nothing bent or busted. Any suggestions?

everything looks good, both the wheel bearings and the ball joints.
I put some spring spacers in and it corrected the height, but I know this is only a temporary solution. I am thinking about buying some 1-ton front coils.
Any other suggestions?
