I actually work for a police department and depending on the system it works a few different ways. The way it is setup on our CVs is there is a hidden switch that the officers must press and it bypasses the ignition switch while leaving the car in the on position. It is actually a very simple setup. We have it done at a police outfitter, but it just looks like a lighted switch from RadioShack attached inline from the ignition.

Remote start is the safest way to do it, that way if someone were to jump in and try to take off the truck would turn off as soon as the brake pedal is applied.
On a side note, all the Crown Vics I see them leave running around here actually have the keys left in them and the officers carry a spare key on their person to unlock the door and get back in. |
