Looking at buying a 99 PSD have ?'s

Alright guys, first of all this will be my first Ford, and first diesel truck. I'm looking at a '99 F350 crew cab long box srw. The truck has approx 160k miles on it. Has a suspension lift but owner is unclear as to brand/size. I believe it is around 6", the truck is on 37" toyos but towers them pretty good. It has a freshly rebuilt tranny with about a year and a half left on warranty, comes with a 3" straight pipe, as well has dual 5" stacks that are not on it currently. Only other mod is an Edge programmer, I believe it's an evolution.

Enough for the backstory, I go to look at it a second time on Friday, there seems to be something wrong with the gauge cluster, the RPM's differ from the edge's monitor quite a bit, and the gauge will read around 3000rpm even under what I would call grandma acceleration. Also the speedo is reading a little high, and the oddest problem of all is he claims the odometer is screwed up somehow and is jumping by 10,000 miles at a time randomly. A guy looked at it a couple days ago and it ready 170k, and now just 2 days later it read 180k when I first looked at it.. What could be causing these issues? Also when taking off whether slow or fast there seems to be a slight vibration for the first 10ft or so then it goes away..?

Basically I'd like to know what to look for with these, I found the thread with the list of things to check like the turbo fins and all that, but anything else I should know? I will be getting the truck for $12,300 with brand new tires/wheels. Truck appears solid and is in good to really good condition.

Might not be any major problems, but it sounds like you're gonna be nickeled and dimed to death by this truck. I'd pass.
