How to find out if a 2002 PSD's milage is actual?

I know some people can still shut down the odometer and keep their trucks Mileage low. I am looking for another truck and was wondering if there is a way to find out if it has been messed with. Other then carfax is there any physical way to fins out?

I was looking at a '98 Chevy 5.7l crew cab with only 98k miles on it the other day and when I raised the hood the engine was oil soaked and the floor mats were almost worn through on the drivers side. Someone either tampered with that one or had the worst case of athlete's foot coupled with poor maintenance I"ve ever seen.
