03 fog lights fit my 99?

I have a chance at a 2003 F250 Excursion fog lights for $50. I have a 99 F250 Lariet Crew Cab. I know that I can pull out my light switch and that should turn them on. I believe I see the plug on the drivers side that I should be able to plug into. The bumper from the 03 had some clips that the hardware bolted to. I took those clips.

Now the 2 problems...1) I don't see the holes on my bumper where to put the clips. Now it was dark out, but I still thought I would find them.
2) Should their also be a cable on the passenger side for the other fog light or are they somehow jumped from one light to the next?

I dunno if the 99s had the fogs or not. if yours didnt come with them, there will be no wiring or the switch wont pull out to turn them on.

I should think the fogs bolt up just the same though.

My light switch does pull out (the way the fog lights should be turned on). That makes me think that their should be wiring. Can anyone else put some new thoughts on the subject?
