new e brake pads installed

I di the e brake pas tonite. I cleaned everyhting and scuffed the drums up. i think i got em tight enough. They old ones were covered in grease from faulty seals.
Fixed those too. Now it does not move forward(e brake on) and put in drive. It will move if i go to say 1200rpm's. No way move in reverse at all. They are 10 times better but i wastold nomovement til 1200 rpm,
Question: How do i know whats right?
