Won't go into 4x4 well sort of

When I'm moving and shift to 4high it doesn't do anything. The light on the dash comes on and thats it. Now when I put it in nuetral and switch to 4low the hubs immediately lock and its good to go. That leaves me to believe its not a vacuum issue. What else should I be looking for?
