leveling kit not enough...now what?

I put a 2.5" leaf pack(only netted 2") on my 01 F350 4x4 crew PSD to level front end. Problem is it did not level truck. I found out later that I have a
3.5" stock block at the back instead of the 2.5" block. This gives the truck more of a downward appearance which IMO requires more than the 2-2.5" I put on.

So..... Should I remove the leaf pack and install 3.5" shackles( I found some available) to the front? Or leave the the leaf packs and add 1.5" shackles?

The 3.5" would allow for a stock ride where as leaving the leaf pack gives a stiffer ride. Most importantly, I don't want a "highrider" font end (front higher than back).

Any experience or advice appreciated. Thanks.
