Will 05-07 header panel fit with stock bumper?

I want to update my headlights without cutting, can the 05-07 light panel fit in my 01 with me still using my stock bumper?

Yes, but you will have to modify an 05-07 grille to fit the original bumper. Or you can purchase an already CNC'd grill that will look much better.

I'm in the process of finishing up this upgrade on my 04 EX...

This may be what I do. I don't want to cut the header panel but I also don't want the 05+ bumper.
