Where do most people attach their bumpers too?

The frame is usually a good choice.

Well, duh. I'm talking about should I make a horn like what holds on my frount tow package or should I attach where the tow hooks are. I'm making the bumper out of 4 inch pipe quarter inch thick.

When you pull the stock bumper off you will find 4 holes on a flat piece of steel around the frame. Some bumpers like the one I put on my 00 have a strengthening bracket that sandwiches between that plate and the bumper but also bolts to the tow hook holes.

I think that since I'm going I go though the effort of taking that bumper off I'm just going to build a new bumper section like you have on yours.
