Leveling Kit

I got a question: I have an '01 F-350 PSD and just installed the Rough Country 2" leveling kit and it still isn't enough lift to make it set level. I noticed that my truck has what look to be 6" blocks on the rear end, is this a factory block or has someone installed them? Any ideas?

It did raise the front of my truck, just not enough to make it level. I didn't notice any difference in the ride of it either. My kit was the add a leaf kit. I guess I will have to add another leaf if I want to make it level.
