Windshield Strip or Lock peeling off

I was just scraping the ice off the windshield the other day, and two things happened. The ice scraper got under a piece of weather stripping or something at the middle of the bottom of the windshield, and started peeling it out. Any idea what this is? It was truly a WT* moment. I hope I don't have to remove and reinstall the windshield to get this right.

At the same time, the driver's side windshield wiper fell off, leaving just the hook. I'll take pictures after the sun comes up. I did pick up some 24" windshield wipers to replace the tiny ones that were there.
