Nerf bar install question

So I have had these steps on for a bit but only have the bottom bolts installed. How do I get to the top holes so I can get them mounted more solidly? I pulled up the carpet and can't find how to access the factory holes..

On mine there are pieces of metal that are bent in a U-shape that wrap around the front and back of the upper holes. These pieces have holes in them that allow the bolt threads to catch and hold the bar on tight. I know there is a name for them, but I can't think of it right now. Hope this helps.
